Delaware man faces 7th DUI charge after Hartly crash

HARTLY, DE—Delaware State Police have arrested 53-year-old Paul Rowan of Smyrna for his seventh DUI offense following an injury crash that occurred yesterday afternoon. The incident happened around 12:19 a.m. in the 2000 block of Slaughter Station Road in Hartly.

Responding to reports of an overturned Isuzu Rodeo, troopers arrived and found Rowan and a 45-year-old female passenger walking away from the crash site. Both individuals were transported to a local hospital with non-life-threatening injuries. During an investigation at the scene, officers found drug paraphernalia in the car.

Further examination at the hospital revealed signs of impairment in Rowan, prompting officers to administer standardized field sobriety tests. A subsequent computer check revealed Rowan’s extensive history of drunk driving-related convictions.

After his release from the hospital, Rowan was treated at Troop 3 and faced multiple charges. He was arraigned by Justice of the Peace Court 2 and is currently being held at the Sussex Correctional Institution on a $23,750 cash bond.

  • New Jersey DCA distributes $6.5 million in community development grants

    TRENTON, NJ—The New Jersey Department of Community Affairs (DCA) has announced the distribution of $6,552,869 in Small Cities Community Development Block Grants (CDBG) to several uneligible municipalities and counties across the state. This funding will support 22 projects across 17 local government agencies in eight counties, under the administration of DCA’s Division of Housing and Community Resources.

    The grants, funded by the U.S. Department of Housing and Urban Development (HUD), are part of the CDBG program, which is celebrating its 50th anniversary this year. These funds are intended to help smaller cities improve public services, rehabilitate housing and upgrade infrastructure to improve the quality of life for residents, especially those with limited financial resources.

    This year’s grants will enable a range of improvements, including making parks, recreational facilities and municipal buildings more accessible in compliance with the Americans with Disabilities Act (ADA); upgrading sewers; expanding public utilities; and rehabilitating homes to address safety hazards such as lead-based paint, thanks in part to an additional $1.4 million from the American Rescue Plan (ARP).

    The Small Cities CDBG program is intended to assist municipalities and counties that serve a population under 50,000 residents and do not receive direct HUD funding. These grants support local projects that address critical community needs and are aligned with one of three federal objectives: benefiting low- and middle-income individuals, helping prevent or eliminate slum or blight, or addressing urgent threats to the health and well-being of the community.

  • Queens rapist accused of assaulting and kidnapping minors in Kissena Park

    QUEENS, NY–Queens District Attorney Melinda Katz announced today that Christian Inga, a 25-year-old Waldron Street resident, has been charged with multiple serious crimes, including first-degree rape and second-degree kidnapping, after an attack on two 13-year-old -olds in Kissena Park on June 13.

    In a horrific mid-afternoon incident, Inga allegedly used a long-bladed knife to threaten the teenagers, tying their hands together and gagging them before attacking the girl. The perpetrator then fled, leaving the victims in distress.

    Inga was indicted on charges including predatory sexual assault, first- and second-degree rape, first-degree theft, sexual abuse, obstructing governmental administration and endangering the welfare of a child. He is currently in custody and is scheduled to appear in court on July 1.

    DA Katz emphasized the seriousness of the crime, stating: “This attack on two children in broad daylight in a city park strikes at the core of our society.” She thanked the victims for their courage in coming forward and praised the NYPD for their quick response in arresting Inga.

    The case is being handled by Detective George Allen and the Queens Special Victims Squad, who continue their investigation into these disturbing events. If convicted, Inga faces a possible prison sentence of 25 years to life.

  • Wallington man arrested for possession of indecent images of children

    PARAMUS, NJ—Elvis Daniel Camacho Montilla, 25, of Wallington, was arrested Wednesday following an investigation by the Bergen County Prosecutor’s Office. The investigation, led by Chief Constable Matthew Finck, focused on allegations of child sexual abuse material.

    Members of the Cyber ​​Crimes Unit executed a search warrant at Montilla’s residence on Lester Street as part of an internet investigation. The search findings revealed that Montilla used the Internet to view, download and possess material depicting nude and sexually explicit prepubescent children.

    Montilla was charged with third-degree possession of child pornography and taken into custody in Paramus. He has been remanded to the Bergen County Jail and is awaiting his first appearance in Central Judicial Processing Court in Hackensack.

  • Older New York man attacked in apparent hate crime

    NEW YORK, NY—An incident involving the assault of a 74-year-old man occurred Sunday at approximately 4 p.m. at 530 Amsterdamlaan. The NYPD Hate Crimes Task Force has continued to investigate the event.

    The victim was confronted by a disorderly person who allegedly spit on him and then fled the scene heading south on Amsterdam Avenue. No injuries were reported in the incident.

    The suspect is described as a man between 35 and 45 years old, with a light complexion and a heavy build. He is about 6 feet tall and weighs about 200 pounds. He has short black hair and was last seen wearing gray shorts, a maroon and yellow shirt and black sneakers.

    Authorities are calling on anyone with information to come forward to assist in the ongoing investigation.
